2026 Alumni Hall of Fame Spotlight | Stephanie Hudgins

Stephanie Hudgins is a dynamic non-profit leader and advocate who serves as the Director of Administration & Operations at Bay Aging, a $114M+ regional and multi-state non-profit organization headquartered in Urbanna, Virginia. In this role, Stephanie functions as a key strategic partner to the CEO, driving operational excellence, championing organizational initiatives, and providing executive leadership across vital agency programs.

Throughout her 9-year tenure at Bay Aging, Stephanie has progressively advanced through high-impact administrative and operational roles. She routinely secures over $1.4 million annually in grant funding and local operational support to sustain programs for older adults, housing, and transit. A proven operational strategist, she spearheaded a state-commended emergency management planning overhaul, managed and restructured a 250-voucher Housing Choice program, and launched a centralized Marketing & Communications department.

Stephanie authored House Resolution No. 344 commending Bay Aging, which passed the Virginia General Assembly in 2026. Her work has earned national recognition, including leading the submission for Bay Aging’s Leadership Institute that won USAging’s 2024 Innovation Award. A frequent industry speaker, she has co-presented multiple workshops on leadership development at both the USAging National Conference and the Southeastern Association of AAAs (SE4A) Conference, while serving on the 2026 Program Planning and Registration Committees for SE4A.

Beyond her executive responsibilities, Stephanie facilitates Bay Aging’s Leadership Institute, champions employee mentorship, and actively leads local outreach, including the annual ‘Be a Santa for a Senior’ drive. Her accomplishments earned her recognition as one of 40 alumni showcased in Penn State World Campus’s 40k Alumni Celebration Campaign. Grounded in public service, Stephanie previously served over a decade as a Volunteer Lifesaver in the U.S. Coast Guard Auxiliary and earned the Presidential Volunteer Service Award at the Gold, Silver, and Bronze levels.

Stephanie holds a Juris Master in Compliance with High Distinction (4.0 GPA) from Liberty University, School of Law, a Bachelor of Science in Business Administration (cum laude) from Oregon State University, and a Bachelor of Science in Labor and Employment Relations with a minor in Organizational Leadership from The Pennsylvania State University. Her specialized credentials include graduation from USAging’s national Leadership Institute, as well as certificates in Grant Writing (Temple University), Mixed Methods Research (University of Michigan), and Nonprofit Leadership (Thomas Nelson Community College). In her free time, Stephanie loves to travel and explore new destinations. She resides in Mathews County with her husband, Sterling, and two Pomeranians.
